Arthur Edward McFarlane - Keynote Speaker

Autobiographical Sketch

I was born in New York City on Christmas Day. My education includes Stuyvesant H.S. in New York, the S.U.N.Y. at Brockport (B.S. - major: Psychology/minor: African and Afro-American Studies) and the University of Colorado at Boulder (M.S. - major: Social Psychology/minor: Clinical Psychology). I have worked for 20 years as a statistical analyst and manager. The first four were spent with the Center for Health Services/Policy Research. The primary area of investigation was quality of living among institutionalized long-term health care patients. In January of 1989 I began work with the Disease Control and Environmental Epidemiology Division of the Colorado Department of Health (now the Department of Public Health and Environment - CDPHE), where I worked in the STD/HIV Section. I subsequently transferred to the Division of Health Statistics and Vital Records, where I was primarily responsible for the implementation of the Electronic Birth Certificate program. I then transferred to the Human Resources Section in 1994 to develop programs to analyze diversity data, recruitment and selection processes and turnover at the CDPHE. I was also responsible for position selection/classification, and workplace violence prevention.

I am currently the manager of the Asthma Program in CDPHE's Prevention Services Division. The program is over five years old and is funded by the Centers for Disease Control and Prevention (CDC). The program is actively growing in an area of great concern both nationally and locally. We have produced a state plan for dealing with asthma in Colorado, as well as a surveillance report describing the burden of disease in our state. The Program has also been a major partner in the development of asthma clinical guidelines for Colorado and the creation and maintenance of a statewide asthma coalition. We also participated in creating legislation that allows children to carry their asthma medication to school.

I have served as team leader for the CDPHE Total Quality Improvement Program (TQIP) team on Selections. I served as the co-chair for the CDPHE Employee Diversity Advisory Committee. I served as the Treasurer for the Colorado Equal Opportunity/Affirmative Action Coalition. I served as an original member of the CDPHE World Wide Web Home Page Content Committee. I served as the Workplace Violence Coordinator for CDPHE. I am a mediator in the State Employee Mediation Program. I am a former mentor for the Public Education and Business Coalition mentoring program. I served 5 years as the co-chair of the Board of Directors for The Rape Assistance and Awareness Program and have served on the board for the Colorado Asthma Coalition. I am currently Chair of the Board of the Colorado Coalition Against Sexual Assault. I am a proud member of Alpha Phi Alpha Fraternity.

My personal interests include, in no particular order, writing poetry, volleyball, reading, music, scuba diving, travel, public-speaking and collecting cobalt blue glass.
